1999 Charter
The DOT Fantasy Football League rules for 1999 have not changed from last year!  All rule change proposals must be presented at the end of year meeting.  In the event of a dispute the decision of the commissioner will be final.  Here are the 1999 rules:

League
The league will consist of 14 teams.  Rosters will consist of up to 15 players.  Twelve will be drafted leaving three open roster spots, which may be filled after the first week.  Each team will field eight starters.  All free agents will be picked up according to a schedule determined on draft night via random draw.  The only exception is quarterbacks (see quarterback rule below.)  Starting lineups consist of: 1 Quarterback, 1 Running Back, 2 Wide Receivers, 1 Tight End, 1 Kicker, 1 Defense, and 1 Swing player.  The Swing Player can either be a Running Back, Wide Receiver, or a Tight End.  The Defense will be a team, not an individual player.

Draft
The draft will consist of twelve rounds.  The order of the draft will be chosen at random the night of the draft.  Rounds one, five, and nine will be a random draw.  All other rounds will be the reverse of the previous round.  You can draft any player available, just make sure you have a starting lineup for week one.  You also need to have a team name picked out.  Draft night is very important, if you can't make it you must speak with the commissioner beforehand.

Scoring
Points are awarded for touchdowns and for yardage gained:
1. Six points for every TD receiving and rushing.
2. Three points for every TD passing.
3. One point for every ten yards rushing and receiving.
4. One point for every twenty yards passing.
5. Three points for a field goal.
6. One point for a kicked extra point.
7. Two points for every 2pt. Conversion rushing or receiving.
8. One point for every 2pt. Conversion passing.
9. One point for a Defensive fumble recovery or interception.
10. One point for every Defensive sack.
11. Three points for a Defensive touchdown.

Off Weeks
We will use a preset score by position for any player started on a week when his NFL team doesn't play.
1. Quarterbacks:  10 points.
2. Running Backs: 6 points.
3. Wide Receivers: 5 points.
4. Tight Ends:  3 points.
5. Kickers:  4 points.
6. Defense:  4 points.

Quarterbacks
Each team will have first rights to their quarterback's backup.  If another team wants to pick up your QB's backup, the commissioner will notify you.  At that time you must decide if you want the backup and you must have a transaction available (see Transactions below).  The only exception to this rule is that during the draft all QB's are available to any team.

Transactions
On draft night we will have a random draw to determine the transaction order for each week.  Each team will be limited to one transaction per week during the season.  A transaction is defined as one phone call detailing all trades, pick up of one free agent player, and all drops from your roster.  (An example phone call: "Hello, I would like to trade Watters and Pickens for Favre, then pick up Garner to fill my empty spot.")  You may trade transaction spots as part of a trade.

All transactions must be telephoned to Dave's home on Wednesday or Thursday between 7 AM and 6 PM.  When picking up players you are allowed to request one player and one backup in case your first pick is already taken
Trades
Trades can involve two or more teams.  No player's score shall be valid if the trade has not been verified.  Trades may involve any combination of numbers, not only one for one, as long as rosters are no more than fifteen players.  No player may be started the same week he is traded.  No trades will be allowed after the tenth game without a majority vote of all owners.

League Play
Rosters must be turned in 30 minutes before the first game of the week.  The normal week will run from Tuesday to Monday (the same as the NFL listing.)  The commissioner will tabulate scores and you will receive the weeks results after the Monday Night game.  If you do not turn in a roster, the previous week's roster will be used.

Each team will play thirteen head to head regular season games.  Scores will be tabulated according to scoring section above.  The DOT-FFL playoffs will be played in weeks 14-16 of the NFL regular season.  Eight teams consisting of three divisional winners plus the 5 next best teams make the playoffs.  Playoff bracket seeding is determined by regular season records.  Tie breakers are: 1. Head to Head, 2. Total Points For, 3. Total Points Against, 4. Coin Flip.

Prizes
Entry fees of $40 per team are collected each February.  League funds will be distributed as follows:

Entry Fees: $560, 1st Place: $200, 2nd Place: $50, Toilet Bowl: $10, Supplies and miscellaneous: $27

You will also receive $3 per regular season win.  There are 13 weeks * 7 games per week for a total of 91 games.  91 games times $3 equals the remaining $273.
